Reading the evidence

A reported contract value is not an annual budget.

It is a field in a published contract record. It can help size a reported engagement, but it does not by itself tell you what remains to be spent, what will be renewed or what a future procurement will be worth.

Under Finance's current reporting rule, the reported contract-notice value is the total value of the initial term, including GST where applicable. It excludes unexercised options, extensions and renewals and reflects contract value, not expenditure.

What the number can support

  • Comparing the stated size of individual records in a clearly defined sample.
  • Separating small engagements from large reported initial-term contract values.
  • Prioritising official records for deeper research into buyer, method, description and period.

What it does not prove

  • Annual agency spend or actual expenditure. A record states contract value for its initial term.
  • Money still available. A published value is not an uncommitted budget.
  • A future tender value, renewal or sales opportunity.
  • Comparable scope. Two records with similar values may buy very different quantities, risks or outcomes.

A safer five-question check

  1. Is the amount stated, and in which currency?
  2. What period does the record cover?
  3. Does the description match the capability you are researching?
  4. Has the record been amended, and are options, extensions or renewals described elsewhere?
  5. What does the linked official source currently show?
